TC Report – Analysis of the State of Open Science in the Czech Republic (cze)
At the end of April 2026, the final synthesis report Otevřená věda v České republice: potenciál, bariéry a směry dalšího rozvoje (“Open Science in the Czech Republic: Potential, Barriers, and Directions for Further Development”) was published in the Zenodo repository. The analysis was prepared within the Shared Activities Project Strategic Intelligence for Research and Innovation (STRATIN+), carried out by Technology Centre Prague at the initiative of the Research, Development and Innovation Council.

The project aimed to provide a useful basis for further discussion on the strategic development of Open Science and FAIR research data management in the Czech Republic.
The study provides a comprehensive assessment of the current state of Open Science and FAIR research data management in the Czech Republic and identifies the main barriers and opportunities for their further development, with particular emphasis on the period after 2028. The analysis is based on a combination of qualitative and quantitative methods, including analyses of European and national policies and frameworks, questionnaire surveys among key stakeholder groups, interviews with selected actors, and a final synthesis using SWOT analysis.
From the abstract:
“The findings show that the Czech system is in a transitional phase, moving from project-oriented development towards the need for stable systemic anchoring. The implementation of Open Science remains highly uneven across institutions and disciplines and is often perceived as an administrative obligation linked to grant requirements rather than as an integral part of high-quality research. Persistent fragmentation of rules and insufficient coordination among stakeholders remain significant challenges, alongside limited expert support capacities, the sustainability of services, and the cost dynamics of the publishing market.”
